What Does an NTTN Do?

An NTTN provides the physical infrastructure—the “highway”—that data travels on.

While an ISP manages your IP address and an IIG manages your global routing, the NTTN simply ensures there is a continuous, high-quality fiber glass strand running from the ISP’s main server room in Dhaka to the ISP’s local distribution switch in your neighborhood, whether you live in Sylhet, Chittagong, or a rural upazila.

NTTNs primarily sell two types of services:

  1. Dark Fiber: Leasing the raw, unlit physical fiber optic strand. The ISP attaches their own lasers (transceivers) at both ends to push data through it.
  2. Active Transmission (VPN): The NTTN manages the networking equipment and guarantees that data handed to them in Dhaka safely reaches its destination in another city.

Why NTTNs Were Created

Prior to the creation of the NTTN license by the BTRC, the telecommunications landscape in Bangladesh was chaotic. Every mobile operator, ISP, and cable TV provider was digging up roads to lay their own independent fiber cables. This resulted in:

  • Constant damage to public roads.
  • Frequent accidental severing of competitor cables.
  • Massive, dangerous “spiderwebs” of overhead cables in cities.

The BTRC introduced the NTTN model to centralize infrastructure development. By mandating that only NTTNs can build nationwide underground fiber networks, the government minimized public disruption. ISPs are now legally required to lease long-distance transport capacity from NTTNs rather than building it themselves.

The Relationship Between NTTN and Your ISP

The cost of broadband internet in Bangladesh is heavily influenced by NTTN pricing. If an ISP wants to serve customers outside of Dhaka, they must pay an NTTN for transmission capacity.

Because moving data over long distances via an NTTN incurs substantial costs, internet packages in rural areas or distant districts are often slightly more expensive or offer lower bandwidth than identical packages in the capital.

Overhead vs Underground Cables

A common point of confusion is the continued existence of overhead cable clusters in cities.

  • The Backbone is Underground: NTTNs maintain the core transmission lines safely underground.
  • The “Last Mile” is Overhead: Once the data reaches a local neighborhood point, the ISP takes over. Due to the high cost of trenching, the ISP strings overhead cables to connect directly to individual homes. This is why you still see overhead wires despite the presence of NTTNs.
